Responsible for the operations of a Security Operations Center (SOC) for an NGO to include management of staff, development of policies, goals and objectives, budgets, program activities, and administration of pertinent laws, and coordination of communications with Federal Department of Homeland Security, Federal Bureau of Investigation, countrywide Fusion Centers, state, municipal, military, tribal, and private, public, non-profit and academic sectors as well as maintain Memorandum of Understanding with various stakeholders to ensure liaison efforts; fosters intelligence and law enforcement community connectivity with all entities.


  • Bachelor's degree in criminal justice or a related field
  • A minimum of ten (10) years of law enforcement, intelligence community, military or corporate security operations experience, including responsibility for the collection, analysis, and sharing of intelligence and information and significant experience managing a fusion center, security operations center, real-time crime center or other relevant operation
  • Management capabilities, including the ability to communicate up and down the chain of command and with local, state, federal, and private sector partners
  • Ability to direct or coordinate the activities of regional intelligence liaison partners, state intelligence liaison partners, and other local, state, and federal agency partners on a 24/7 basis
  • Ability to direct staff and operations of all aspects of a SOC to include assessing critical infrastructure and coordination and information sharing with, among other entities, federal task force members, counter-terrorism investigators, and cybercrime investigators
  • Ability to represent the NGO at a high level and/or high-profile meetings and large and small group speaking events
  • Ability to supervise multiple staffing levels; assist or direct in assisting staff and various intelligence operational aspects
  • Ability to build, manage and coordinate with the private sector, local, state, tribal, and federal partners to ensure effective intelligence gathering and dissemination of information to safeguard the NGO's security efforts
  • Ability to maintain and sustain coordinating operations, training, and preparedness of all state, local, tribal and federal partners assigned to the NGO's SOC and in support of national and regional security efforts on behalf of the NGO
  • Ability to coordinate, plan, and manage communications with our federal partners and fusion centers nationwide, to include state, municipal, military, tribal, and private sector entities
  • Considerable skills in collaboration, coordination, and integration to foster information sharing and analysis within a multidisciplinary community
  • Ability to prepare budget materials as directed by the NGO executive team
  • Knowledge of the National Incident Management System (NIMS), the Incident Command System (ICS), and experience using those systems in actual world events
