DESCRIPTION OF POSITION:

Under the direction of the Secure Community Network ("SCN"), and the Jewish Federation of Greater Portland, the Regional Security Advisor ("RSA") will serve as a representative of SCN, working full time as an expert security advisor, liaison, training coordinator to provide direction and maintain oversight for the development, organization, implementation, and monitoring of community security operations and programs, to include providing guidance and strategic direction to ensure the safety and security of all member institutions of the community and surrounding region, and serve as a liaison during crisis response and mitigation efforts, assisting local incident commanders and/or serve as an incident commander during crisis response and mitigation efforts if requested and/or required. The RSA will coordinate with federal, state, and local law enforcement, nonprofit, public, private, and other stakeholder organizations on community safety and security matters.

Work will focus on primary areas including but not limited to the following:

  1. Development of a strategic approach to community security, with the key objective to build confidence and empower the community to ensure the safety of its organizations, members, and employees.
  2. Provide customized support and consultation to Jewish institutions, including synagogues, Jewish day schools, Jewish Community Centers, Jewish Family Service, and other organizations.
  3. Establishing a system of community-wide collaboration, coordination, and communication, including regular security updates and resource sharing, as well as community-wide protocols for communication in an emergency.
  4. Implementation of a security training and assessment program including centralized, regionally based, and organization-specific events

    QUALIFICATIONS:

    Graduation from an accredited college or university with a bachelor's degree, PLUS a minimum of ten (10) years experience in Emergency Management, Security Risk Management, Law Enforcement, Public Safety Administration, United States Armed Forces OR equivalent combination of professional work experience, training, and education. Preferred qualifications include prior supervisory and managerial experience.
    • Excellent leadership, problem-solving as well as verbal and written communication skills.
    • Ability to work in a dynamic, fast-paced organization
    • Knowledge of incident and emergency management communication procedures and protocol
    • Knowledge of FEMA/DHS National Interoperability requirements in relation to Homeland Security and Emergency Management
    • Ability to design, develop and implement and deliver Emergency Operation Plans, Standard Operating Procedures, Organizational Policies, and Training Programs
    • Skilled in designing, developing, interpreting, and applying directives
    • Ability to maintain the integrity of confidential efforts and documents
    • Ability to supervise the activities of both paid staff and volunteers
    • Ability to work under extremely stressful situations and handle multiple tasks over an extended period of time
    • Ability to ascertain compliance with federal and state emergency preparedness laws, rules, and regulations and explain compliance requirements to county and local officials
    • Ability to communicate in verbal, written, or electronic formats in a concise and grammatically correct manner
    • Ability to make independent and accurate decisions in difficult matters with tact and courtesy
    • Skilled in utilizing professional judgment in dealing with entities from all sectors as well as other professionals in the field of law enforcement, intelligence, and emergency management
    • Proficient in the development and implementation of emergency communication policies, protocols, and procedures
    • Proficient in the development and implementation of operational planning, policies, protocols, and procedures
    • Proficient in Microsoft Office Suite, working in an Apple environment (preferred), and general computer skills
    • Must be willing to travel and be on-call 24/7

Founded in 2004 by The Jewish Federations of North America and the Conference of Presidents of Major American Jewish Organizations, SCN supports individuals and Jewish organizations through information and intelligence-sharing, security assessments of organizations and facilities, training, consultation, and incident response on behalf of 146 Federations, 50 partner organizations and over 300 independent communities as well as with other partners across sectors.
