DESCRIPTION OF POSITION:

Under the direction of the Secure Community Network ("SCN") and the Jewish Federation of San Diego County ("Federation"), the Community Security Director ("CSD"), serving as a representative of SCN, will serve the Federation and community as an expert security advisor, liaison, training coordinator to provide direction and maintain oversight for the development, organization, implementation, and monitoring of the Federation security operations and programs, to include providing guidance and strategic advice to ensure the safety and security of the regional community, and serve as a liaison during crisis response and mitigation efforts, assisting local incident commanders and/or serving as an incident commander during crisis response and mitigation efforts if requested and/or required. The CSD will coordinate with federal, state, and local law enforcement, non-profit, public, private, and other stakeholder organizations on community safety and security matters.

QUALIFICATIONS:

  • Bachelor's degree, plus a minimum of twenty (20) years experience in Emergency Management, Security Risk Management, Law Enforcement, Public Safety Administration, United States Armed Forces OR equivalent combination of professional work experience, training, and education. Preferred qualifications include prior supervisory and managerial experience.

  • Ability to work in a dynamic, challenging, and fast-paced organization
  • Ability to make independent and accurate decisions with tact and diplomacy
  • Ability to work under extremely stressful situations and handle multiple tasks over an extended period
  • Knowledge of incident and emergency management communication procedures and protocol
  • Knowledge of FEMA/DHS National Interoperability requirements about Homeland Security and Emergency Management
  • Ability to design, develop and implement and deliver Emergency Operation Plans, Standard Operating Procedures, Organizational Policies, and Training Programs
  • Skilled in designing, developing, interpreting, and applying directives
  • Ability to maintain the integrity of confidential efforts and documents
  • Ability to supervise the activities of both paid staff and volunteers
  • Ability to ascertain compliance with federal and state emergency preparedness laws, rules, and regulations and explain compliance requirements to county and local officials
  • Skilled in utilizing professional judgment in dealing with entities from all sectors as well as other professionals in the field of law enforcement, intelligence, and emergency management
  • Proficient in the development and implementation of emergency communication policies, protocols, and procedures
  • Proficient in the development and implementation of operational planning, policies, protocols, and procedures
  • Proficient in Microsoft Office Suite
  • Preferred proficiency in Apple (Mac) products - mainly the MacBook Pro.
  • Must be willing to travel and be on-call 24/7

Travel will be required and may involve coverage, including areas outside the immediate region to support significant events or incident response for an extended period with little advance notice-the ability to respond after-hours and be placed "on-call" as necessary.

This position may be designated as essential personnel. Essential personnel must serve during continuity of operation events without regard to declarations of liberal leave or government/organizational closures due to weather, protests, or natural or manmade incidents.
